RESUME
Dr. Abdelhakim Mihoubi, the current Ambassador of Algeria to the Republic of Angola, brings to his position a wealth of experience and expertise. Holder of a third cycle PhD in International Public Law with honors from Ain Shams University, Arab Republic of Egypt, he served as a professor of law at a university in Algeria from 1990 to 1998, before joining the Ministry of Foreign Affairs in 1998.
Throughout his distinguished career, he has held several key positions within the Ministry of Foreign Affairs, including Head of the litigation office at the Directorate General of Resources (1998-2002), Head of the office of Sustainable Development - Directorate General of Multilateral Relations (2006-2008), and Assistant Director in charge of environmental issues and sustainable development at the Directorate General for International Relations and Cooperation (2008-2010).He also served at the Embassy of Algeria in Kenya (2002-2006) and the Permanent Mission of Algeria to the United Nations in New York (2010-2015).
Before being appointed Ambassador of Algeria to the Republic of Angola, in September 2020, he held the position of Chargé d'Etudes et de Synthèse at the Cabinet of the Minister of Foreign Affairs and National Community Abroad (2015-2020). During his posting at the Permanente Mission of Algeria to the United Nations, he chaired the African Group on the Fifth Committee on Financial and Administrative Matters of the United Nations from 2013 to 2015 and the Group of 77 and China at the United Nations in 2013. He participated also as a member of Algerian delegations attending the Summits and international meetings, related to environment and sustainable development, climate change and the process of reconciliation in Mali, where he took charge during the period 2015-2020, the Sub-Committee in charge of political affairs of the Monitoring Committee in charge of the implementation of the Peace Agreement and Reconciliation in Mali from the Algiers process.
He currently participates in meetings as a member of the Working Group of the Perez Guerrero Trust Fund for South-South Economic Cooperation, at the annual meetings held at the United Nations General Assembly.
In addition to Arabic, he speaks three foreign languages: French, English and Portuguese.
